Qualifications for rental assistance programs are determined by one’s income. Under the Section 8 rental assistance project-based voucher program, a PHA enters into an assistance contract with the owner for specified units and for a specified term. The PHA refers families from its waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based unit does not have any right to continued housing assistance. However, they may be eligible for a tenant based voucher when one becomes available. A tenant based voucher is what one is applying for when they fill out a Section 8 application in San Diego California or anywhere in the United States.

What does HUD have to do with my housing authority?

HUD is actually the Federal agency that funds the Section 8 rental assistance program. HUD’s business is helping to create a decent home and suitable living environment for all Americans, and it has given America’s cities a strong national voice at the Cabinet level. Can I apply for Food Stamps through HUD?

No. The Food Stamp program (SNAP) and the Section 8 housing program are two separate departments. The USDA is the government office that handles Food Stamp applications so you would have to go there in order to apply for SNAP in Los Angeles, California. Food Stamp and Section 8 applications are always free.

The Supplemental Nutrition Assistance Program (SNAP), formerly known as the Food Stamp Program, helps families and individuals buy groceries. If eligible, clients will receive an EBT card (similar to a debit card) which will be reloaded monthly with an allotted amount of money to be used to purchase food.
